(BEIJING, April 18) -- Audience members of "Good Luck Beijing" pregames events occurring at the Olympic Green are urged to respect guidelines set forth to ensure the safety of those entering and exiting the site.

In accordance with national law, like elsewhere in the country, guns, grenades, gun powder, explosives, and other dangerous articles in this category are forbidden. In addition, everyday objects that may potentially affect security, such as glass bottles, hot water thermoses, coolers, and other such items used to carry things cannot be brought into competition grounds. No banners or other material bearing slogans are permitted. With the exception of strollers and wheelchairs, no supportive equipment is allowed. Whistles, horns, radios, walkie-talkies, speakers, drums, sticks, or sharp objects that may be harmful are also not permitted. Sports equipment, suitcases, large bags, and professional camera equipment will not be allowed into the Olympic Green.

Fans have thus far acted cooperatively with enforcement personnel. According to reports, the Olympic Green area will enforce the same rules during Games-time.

(BEIJING, February 2) -- On February 1, officials of the Volunteer Department of the Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG) went to the National Aquatics Center, nicknamed the "Water Cube," to study the volunteer work there and visited the volunteers on duty.

Liu Jian, chief of the office of the Beijing Olympic Volunteer Work Coordination Group and director of the Volunteer Department of BOCOG, and other officials talked with Shang Heshun, venue director of the Water Cube, about the volunteer work for the January 31-February 5 Swimming China Open and heard suggestions and proposals for the volunteer work.

Accompanied by directors and managers of the venue, Liu visited the volunteers on duty and thanked them for their excellent services at the Good Luck Beijing sport event.

The officials presented the volunteers with a set of three cold-weather accessories -- hat, scarf and gloves -- and toured their dining room. The visit greatly boosted the volunteers' enthusiasm.

The National Aquatics Center is an Olympic venue for the swimming, diving and synchronized swimming events in August. To test the venue's readiness, two Good Luck Beijing sport events, namely the China Open and the February 19-25 FINA Diving World Cup, have been arranged around the traditional Spring Festival. The events will examine the managers' skills and the volunteers' determination and will provide experience for the forthcoming games.

(BEIJING, January 20) -- The Chinese national women's team lost 62-47 to Japan on Sunday in the opening match of the 2008 Wheelchair Basketball International Invitational Tournament, a Good Luck Beijing sport event, held in the National Indoor Stadium.

Wheelchair basketball is still struggling to gain popularity in China. Although the Chinese women's team took part in two wheelchair basketball preliminaries for the Paralympic Games, they failed to enter the world's arena. As the host country, China has booked a spot and undergone a half-year's training.

Japanese athletes, who moved swifter on the court, led the first half 28-25. China rallied and gained a 31-28 lead in the beginning of the second half. However, Japan overcame the three-point deficit and led the third set 45-37.

"We did a good job. The team carried out our strategies very well. But it is a young team and it will be the first time for them to compete in the Paralympics. The tournament will be a tough experience for China," head coach Liu Tiehua said, adding that China will train harder in the future to better deal with Japan's defense tactics.

Chinese athlete Zhang Santao said China played a good game but it was not used to Japan's defense tactics. "It's a shame that we lost the game."

China will set up a clash against European powerhouse Germany on Monday evening. Eight teams from six countries will participate in the competitions. China, Canada, Germany and Japan will each send a women's team, while the men's teams come from China, Canada, the Netherlands, and Australia.

(BEIJING, January 15) -- The 2008 Wheelchair Basketball International Invitational Tournament, a Good Luck Beijing sport event, will be held in the newly built National Indoor Stadium from January 20 to 25.

The news came from the first plenary meeting of the event's organizing committee on Monday.

Eight teams from six countries will participate in the competitions. China, Canada, Germany and Japan will each send a women's team, while the men's teams come from China, Canada, the Netherlands, and Australia.

Presently, the tournament's operation program, daily competition schedule and the venue's work plan have been made available.

The 24 international officials will come from the International Wheelchair Basketball Federation (IWBF). Another 30 domestic technical officers will be assigned by the Chinese organizations. As required by the tournament, a total of 842 volunteers will be assigned to their posts on January 18.

Noting that the tournament is the second sport event of the Good Luck Beijing series for the Beijing Paralympic Games after last September's goal ball international tournament, Tang said it is also the last pre-Paralympic event before the Beijing Paralympics scheduled for September 6 to 17, 2008. She urged the organizers to ensure the success of the event to lay a solid foundation for the Paralympics, which will be as splendid as the Olympics.

II. Sponsorship tiers

Sponsorship of the Beijing 2008 Olympic Games will be developed on both the international and national levels. The rights and benefits are differentiated between each tier in proportion to the specific contributions made by the partners, sponsors and suppliers to the Beijing 2008 Games.

IV. Sales Process

(I) Sales approaches

In the spirit of openness, transparency and fairness, different sales approaches will be implemented to address the specific market conditions in all categories:

Ø Open Sales: Notice of sales will be made public and request for proposals will be issued.

Ø Selective Sales: Invitations will be sent out to a shortlist of companies capable of satisfying specific technical requirements needed to ensure the success of the Games.

Ø Individual Sales: Face-to-face negotiations will be conducted with companies in a given product category able to satisfy technical requirements for the Games.

(II) Sales Steps

In a broad line, the following steps will be taken:

a) BOCOG calls for interest or issues request for proposals

b) Interested companies submit an expression of interest

c) BOCOG Evaluation Group exams credentials of interested companies

d) BOCOG sales team discusses with qualified companies for proposals and offers

e) Companies submit official sponsorship proposals/offers

f) BOCOG Evaluation Group proposes sponsor-candidates

g) BOCOG determines sponsoring companies with approval of the IOC

The number of steps specifically taken in real sales process may be added or reduced subject to necessity.

(III) Timeline of Sales

In view of the differences in the value of contributions by each tier of sponsorship, a timeline of the sales process will be developed to prioritize sales to the largest group of contributors first, beginning with BOCOG's potential National Partners. The process may produce overlapping sales activities as the market and contract negotiations evolve.

V. Evaluation and Measurement Criteria

Generally speaking, the following criteria will be applied in the process of selecting sponsors:

Ø Corporate strength and accountability. Companies must be prestigious Chinese or international enterprises, enjoying market leadership, boasting good growth prospects, financial strength and health, and the ability to generate adequate cash flow in order to meet the sponsorship investment requirements.

Ø Quality and reliability of product/service. Companies should be able to supply sufficient top-notch and reliable products/technology/service as required to ensure the sound operation of the Games.

Ø Financial pledge/investment. Companies should make competitive financial offers, which is one of the key criterion for selecting sponsors

Ø Brand alignment. Companies must possess a good reputation and social image, identify with and boost the Ideals of the Olympic Movement and the concepts of the Beijing Olympic Games. In addition, their products should be environment-friendly.

Ø Marketing activation. Companies should invest an adequate amount of financial and other resources in their promotions, advertising and general activation efforts in order to fully leverage the Olympic marketing platform and thereby assist in promoting and propagating the Olympic Ideals and Beijing Games.

Section 2 Beijing 2008 Olympic Games Licensing Program

I. The Olympic Games Licensing Program

An Olympic Games License is an agreement that grants the rights to use Olympic marks on products for retail sale. In return, licensees pay royalties for the rights, which go directly toward funding the Olympic Games.

The program aims at promoting the Olympic Ideals and the Olympic Brand, providing quality consumer touch points for the inspiration of the Games. It thus consists of the manufacturing of souvenir products that are usually of a festive and commemorative nature, such as pins, T-shirts, baseball caps and the like. Building on each Games' experience, the programme has evolved into an integrated design approach. It has adopted a comprehensive and cohesive merchandise range using quality products that enhance the overall presentation of the Games.

Olympic licensing provides companies in the host country with a great business opportunity to produce and sell potentially large quantities of Olympic goods, through which, the licensees may have the opportunities to:

i. Gain considerable profit through producing or selling of the licensed products

ii. Enhance brand image and increase market share and sales

iii. Develop new merchandise and product lines and expand into new markets

iv. Develop direct and close contacts with consumers and achieve brand loyalty among them

II. Beijing 2008 Licensing Program

1. Mission:

Ø To promote the brand image of the Beijing Olympic Games and the COC

Ø To express the unique culture of China and Beijing by offering an array of traditional cultural products

Ø To make a strong effort to involve Chinese enterprises in Olympic licensing

Ø To showcase Chinese products and build the brand image equation that conveys a quality message, i.e.'Made-in-China = High Quality'

Ø To raise funds for the Beijing 2008 Olympic Games

2. Management and development phases:

The Beijing 2008 Licensing Program will continue to promote the Olympic Ideals and Olympic Image with an appealing blend of Chinese culture, helping to shape a unique image for the Beijing 2008 brand.

To follow the brand positioning, product categories will be clearly defined and a broad range of product lines will be developed. With this brand management approach, the program will adopt a segmented market strategy, ensuring that Beijing 2008 licensed products will be available in a broad sample of styles and at a wide range of prices to target precisely different consumer segments.

The program is comprised to two parts, a National Program and an International Program. The National Program will start in late 2003 while the International Program will start after the Athens 2004 Olympic Games, subject to the conclusion of agreements with the required NOCs.

All the licensed products must be designed and produced according to the BOCOG and COC graphic standards manuals, which provide clear guidelines for the use of the emblem and other marks of BOCOG and the commercial marks of the COC.

Selection of licensees:

The following principles will be followed in choosing a licensee, either in manufacturing or distribution:

Ø Licensees will be selected on the basis of marketing research, qualification assessment, and first-hand investigation.

Ø The overall investigation will cover financial status, quality control management, design ability, production capacity, environmental protection, anti-counterfeit measures, marketing strategy, after-sale services, logistics, etc.

Ø Licensees shall have the financial ability to pay guarantees and royalties on time

Ø The contract term may vary and contract renewals will be subject to prior performance.

Royalties:

Licensing agreements will include a royalty advance and a minimum guarantee. The advance is a non-refundable deposit for the licensing rights while the guarantee is the minimum amount a licensee will pay, against which royalties may be offset.

III. Olympic Stamp and Coin Programs

Commemorative Stamp Program

There will be three specific initiatives within the Commemorative Stamp Program: regular issues, personalized stamps and philatelic products. The themes will cover sports-related events (the Olympic Games, the image of the IOC, the image of BOCOG, the image of the COC, Olympic sports events, the Torch Relay, and the opening and closing ceremonies), culture (Chinese traditional culture, Beijing traditional culture and sceneries), and sports venues, etc.

The program is planned to start in 2003 and last 5 years.

Commemorative Coin Program

This program includes both commemorative coins and circulating coins. The themes will cover sports-related events (the Olympic Games, the image of the IOC, the image of BOCOG, the image of the COC, Olympic sports events, the Torch Relay, and the opening and closing ceremonies), culture (Chinese traditional culture, Beijing traditional culture and sceneries), and sports venues, etc.

The commemorative coin program will include mainly a mixture of gold and silver coins, while the circulating program consists mainly of copper, nickel and paper.

The coin program will also start in 2003 and conclude in 2008.

Registration of NOC /NPC Team Doctors during the 29th Olympic Games and the 13th Paralympic Games

This guide sets out the registration policies and procedures as NOC/NOC/NPC team doctors during the 29th Olympic Games and the 13th Paralympic Games ("the Games").

To complete the registration procedure, the authorized representative of the NOC/NPC will have to sign the Medical Declaration (attached in Document 1) and Employment Declaration (attached in Document 2). The signed declaration form will have to be returned along with the application forms for registration as a NOC/NPC team doctor.

The application forms for registration as a NOC/NPC team doctor have been issued by Beijing Municipal Health Bureau and Medical Council in Hong Kong Special Administrative Region respectively.

NOC/NPC team doctors, who need practice medicine in Chinese Mainland during the Games, will have to fill the application form attached in Document 3. The Beijing Municipal Health Bureau has reached agreement with the health authorities of the Olympic co-host cities in Chinese Mainland (Qingdao, Shanghai, Shenyang, Tianjin and Qinhuangdao), all the registrations for the 2008 Olympic Games and the 13th Paralympic Games which have been recognized by Beijing Municipal Health Bureau do not need duplicate registration in the above cities during the Games time.

NOC/NPC team doctors, who need practice medicine in the Hong Kong Special Administrative Region during the Games, will have to comply with the relevant regulations of the Medical Council in Hong Kong and fill the application form attached in Document 4.

All required completed application forms (both for the Chinese Mainland and Hong Kong) should be duly completed and submitted to BOCOG on or before 31 March 2008 for the Olympic Games, and on or before 30 April 2008 for the Paralympic Games. BOCOG will not accept applications from individual applicants.
